Former foster organization fined for giving cannabis to kids in care

The now-shuttered foster organization Spirit Rising House pleaded guilty in a Winnipeg courtroom Tuesday to distributing cannabis to youth. All other charges were stayed against seven people who were either directors or worked with youth.
